WHAT IS NEW?

* The Victorian Gambling and Casino Control Commission on Tuesday revealed it has deemed Crown Melbourne suitable to keep its casino licence and that it is in the public interest

* It found Crown has comprehensively addressed issues identified by a 2021 state royal commission, with the regulator's chair Fran Thorn saying its systemic failings were "a thing of the past"

* The watchdog denied the casino giant was never in danger of losing its Melbourne casino licence

* The chair noted Crown was under new management and ownership which has focused on remediating its problems, 카지노 rather than people who oversaw "sins of the past"

* "The activities of Crown Melbourne and other casinos abused the privilege conferred by their licences and trashed any public trust in the industry," Ms Thorn said

* Victorian Premier Jacinta Allan said Crown made the "necessary transformation" to warrant the regulator's ongoing support and noted the government acted on all 33 of the royal commission's recommendations

* Opposition casino, gaming and liquor regulation spokesman Danny O'Brien said Crown's behaviour was only revealed by investigations interstate and the Labor government resisted a Victorian inquiry for years

* Victorian Greens gambling harm reduction spokeswoman Katherine Copsey said the scandal was the biggest in the state's corporate history "and yet its culprit is living to see another day"

WHAT LED UP TO THE DECISION?

* The 2021 state royal commission, headed by former Federal Court judge Ray Finkelstein QC, found Crown's conduct was "illegal, dishonest, unethical and exploitative"

* At the time, Mr Finkelstein wrote: "Within a very short time, the commission discovered that for many years Crown Melbourne had engaged in conduct that is, in a word, disgraceful"

* The commission stopped short of suggesting the company be stripped of Victoria's only casino licence and instead gave it two years to reform under the oversight of a special manager

* Among the royal commission's recommendations, it suggested banning junket tour operators; prohibiting anyone from owning more than a five per cent stake in Crown shares; and setting daily, weekly or monthly time and loss limits before play for punters

WHAT PRICE HAS CROWN PAID?

* Crown has been handed fines totalling $700 million after inquiries in Victoria, NSW and Western Australia as well as a federal intelligence agency probe

* In May 2023, Crown agreed to pay a $450 million fine to the Australian Transaction Reports and Analysis Centre for failing to comply with anti-money laundering and counter-terrorism financing laws

* Crown Resorts chair Helen Coonan and Crown Melbourne chief operating officer Xavier Walsh stepped down from their roles

* No one has faced criminal charges over the scandals
